A. Engineering:
i. Split Rail Fence & Supply Co., LLC – Amendment No. 1: This amendment to the Split Rail Fence ICA will allow DWSD to install a security fence around Willow Creek #1 Lift Station.
Cost: $11,289
2025 Budget – this was budgeted under the Risk and Resilience program.
ii. LRE Water Quality Services - Amendment No. 5: Field services to investigate water quality in the South Platte River, related to ongoing negotiations with Denver Water.
Cost: $95,000
2025 Budget - this was not budgeted for but will provide Dominion with needed background water quality information.
iii. Parker Water WISE Pump Station Filanc PCCO 0002: Expedite switchboard fabrication - this was approved in concept in 2024, document just needs to be signed.
Cost to Dominion: $11,400
2025 Budget – this is within the budget for the WISE Pump Station.
iv. Parker Water WISE Pump Station Filanc PCCO 0003: Minor changes to the structure and equipment
Credit: $4,473
2025 Budget – this is within the budget for the WISE Pump Station.
v. Parker Water WISE Pump Station Filanc PCCO 0004: Safety changes, and weather-related increases
Cost to Dominion: $8,685
2025 Budget – this is within the budget for the WISE Pump Station.
vi. PCL Change Order No. 3: Change order to cover design and coordination efforts related to the PFAS Pilot.
Cost: $22,031.33
2025 Budget – this will be claimed for reimbursement through the CDPHE PFAS Grant
B. Operations:
i. CDM Smith, Inc – Amendment No. 15: At the completion of Amendment 12, Water Quality Blending for ERP, DWSD requested CDM Smith provide additional services to assist DWSD with monitoring water quality in the system.
Cost: $30,000
2025 Budget – this effort was not budgeted and is in response to discolored water challenges in the Sterling Ranch distribution system.
C. Finance:
i. Pinnacle Consulting Group, Inc.: The Board directed staff at the April 15, 2025 board meeting to negotiate an amendment with Pinnacle to expand their accounting and financial reporting support services to Dominion.
The estimated cost is not to exceed $210,870 annually. Accounting services are included in Budget Line Contract Services – Accounting and Audit Services, however the expanded services is $60,000 above the 2025 Budget of $150,000.
D. District Management:
i. LRE Planning and Ops ICA – Amendment No. 4: Water Resources Planning and Operations – services through the end of 2025.
Cost: $185,000
2025 Budget – this effort is in the budget and represents LRE’s ongoing efforts associated with rainwater harvesting, executive management support for water supply and demand analysis, protection of existing water rights, operation modeling, and other on-going support.
ii. LRE Litigation Support – Amendment No. 6: Expert Testimony to support potential litigation related to the South Platte River.
Cost: $50,000
2025 Budget – this effort is not in the budget and will only be utilized should expert testimony be required from LRE in support of Dominion’s easement acquisition.
