Britta Strother
Britta Strother Chou joined Dominion & Water Sanitation District in August 2023 as the Water Resources Program Manager. Since 2024, Britta has served Dominion as the Director of Planning. In her current role, Britta is responsible for the strategic development and administration of Dominion’s water resources portfolio. She represents the District in water due diligence processes and acquisitions and leads negotiations with potential additional Retail Customers.
Over the last 20 years, Britta has worked with Colorado municipalities, special water districts, and regional authorities to develop sustainable strategies to meet current and future demands that incorporate solutions based on multi-faceted approaches including but not limited to economic, environmental, political, and social considerations. Britta has previously provided clients services including the evaluation of water rights portfolios and water delivery contracts as well as investigations and negotiations for new water and storage opportunities.
Britta earned her Master of Law in Resource Law with Certificates of Specialization in Water Law and Policy as well as Environmental Law and Policy from the University of Denver Sturm College of Law. She earned her bachelor’s degree from the University of Puget Sound in Tacoma, Washington where she majored in International Political Economy and received two minors in Economics and Comparative Sociology. Britta was born in Grand Junction, Colorado but grew up Cedar Rapids, Iowa and Castle Rock, Colorado. When not working, Britta enjoys spending time with her husband, their twin, and their dog Sky.
