Matt Padgett

Position: Construction Manager

Matt Padgett joined Dominion Water & Sanitation District in April 2025, filling the role of Construction Manager. As Construction Manager Matt is responsible for the day-to-day supervision of Dominion’s multiple ongoing water / wastewater infrastructure projects.

Matt has over 25 years of experience in the water and wastewater industry, working across a wide range of systems—from small towns to large municipalities, as well as oil and gas facilities. He currently holds Class A Water Treatment, and Class IV Distribution and Collection licenses in Colorado, and previously held a Class C Wastewater Treatment license.

Throughout his career, Matt has worn many hats: operator, trainer, ORC, project supervisor, and was part of an engineering and construction team. He’s worked on everything from developing SOPs, maintenance schedules, and safety programs to managing multi-million-dollar infrastructure projects. He’s familiar with SCADA systems, process optimization, instrumentation, O & M & water quality compliance.

Matt has been a coach for youth to college for nearly 30 years, including wrestling, football, baseball & track & field. He is currently a wrestling coach at Valor Christian High School and 15U coach for Hitstreak Baseball. Matt has founded and run several nonprofit sports programs and served 10 years on Search & Rescue Team - Rescue Diver for Morgan County Sheriff’s office.

Matt just celebrated 23 years of marriage with his wife Lisa, and together they have 4 children. Garrett (22), Karlee (20), Alison (18) & Blake (14). Hobbies include, outdoors – hunting, fishing, archery, coaching and spending time with his family.

Matt brings a unique blend of technical expertise, leadership, and field experience to every project—and he’s always looking for practical, efficient, effective solutions that work in the real world.
